The fundamental responsibility of the committee is to manage of all the Parish Council property including playing fields and open spaces together with provision and maintenance of playground equipment.

The committee consists of a chairman currently Richard Panes and three other Councillors, Pat Savage, Adrian Baxter and another to be appointed. The committee meet on the second Tuesday of every month at The Queen Alexandra Pavillion.

The committee is responsible for the following :-

1/ The councillors detailed above are responsible for undertaking regular ( weekly ) safety and maintenance checks of the Parish play areas Old Down / Richard Panes, Tockington / Pat Savage, Olveston / Adrian Baxter. Associated duties include the Annual Safety Inspection carried out by ROSPA .

2/ Grass cutting and associated contracts – maintenance and management of regular grass cutting. Responsibility to identify and undertake necessary land management works.

3/ Responsibility for regular and preventative maintenance on QUAMP, War Memorial, Bus shelters, Parish furniture, notice boards, signs seats and benches.  

4/ Negotiate leases with leaseholders and resolve issues with them as they arise.

5/ Communication with the various sports clubs in the Parish, Olveston AFC, Old Down C.C., Olveston Bowls Club, Olveston & Tockington Tennis Club, Archery & Netball clubs.

 

Budgetary responsibility  

The committee has a budget for 2015/16 of £21,375 broken into the following categories :-

Grass and hedge cutting contracts paid on a monthly basis from March to October. Land maintenance, Building maintenance, Play area maintenance and safety check, miscellaneous planting, new equipment, cleaning bus shelters, litter bins.

 

Key budgetary issues for the committee going forward are as follows :-

The committee is responsible for the production of written estimates for proposed expenditure by the committee for the next financial year. This should be submitted to the full Parish Council for approval.

Agree with the full Parish Committee which elements of the Rec & Leisure budget falls within the remit of the committee and what needs to be approved by the full Parish Council committee.

 

Provide advice and recommendations to the Parish Council on all land which belongs to the Parish Council or is the responsibility of the Parish Council including :- Play Areas, Allotments, Leased out land areas, The Cemetery,  Recreation ground and Pavillion. Review leases on a regular basis.    

When recommending undertaking a new activity/event/service provision, the committee will provide an assessment of potential risks / benefits and estimated costs.

 

Identify any additional areas of open space or facilities which may require consideration or attention by the Parish Council as follows :-

To consult on tree planting and applications

Liaise with outside agencies /companies on amenity issues

Bus shelters

War Memorial

Public notice boards and signs

Public seats

Public footpath matters

Review schedule of inspection of council property and open spaces inc. 5 yearly electrical inspections

Review risk assessments for individual property, open spaces and working practices.

Leisure facilities

Allotments

Health & Safety issues.
